does anyone remember the name of the eagle or frail looking dumb bird on the bugs bunny show?.......

I believe you are refering to the Buzzard that appeared in few Merry Melodie and Loonie Tunes cartoons.
The character was introduced in the 1942 cartoon "Bugs Bunny Gets the Boid"
His name is Beaky Buzzard.
The above information I got from Wikipedia.
However in the particular cartoon his mother refered to him as "Killer".
That much I remembered myself. :)

His name is junior im sure of it. They said it on one episode of bugs bunny
