its a series of tournaments, where you can move up to higher buy in tournaments by winning lower tournaments, all for a small buy in.
The goal is to work your way to the top step, and get a big payout. It works something like this.
Pay buy in to a Level 1 Tournament (lets say $10)
Level 1 is single table tournament (10 players).
If you finish 1st, you get no money but you get entry into a Level 3 ($100 buy in)). If you get 2nd or 3rd you get entry into a Level 2 tournamet ($25 buy in). 4th - 5th win an entry into a new Level 1 Tournament. 6-10 Lose their $10 and are eliminated from the steps tournament (although they can buy in again for $10).
Similar things apply for higher levels. Lets say you win at Level 1 and go to Level 3.
Winner of level 3 goes to Level 5, 2nd-3rd to level 4, 4th gets rebuy to Level 4, 5-6 Go Back to Level 2, 7-10 Go back to Level 1.
Say the top Level is Level 6 ($500 buy in). Winner would take a portion of the Cash and end the tournament on top. 2-3 would get a rebuy into Level 6. 4th - 10th would drop to lower levels.
The positives are that you can play many games for a small buy in (assuming you never finish 5th - 10th on level 1, you would play an infinate amount). You also have the opporitunity to get entry into a large buy in for that small investment (if your good).
The downside is that you don't get any cash unless you make it to the very top level AND place high (not easy to do). You could finish high in a lot of tounaments, make it to the top level, but not win anything if you have a few bad finishes.
Each structure is a little different, but thats the basic format. also keep in mind that you can buy in at any level. You don't have to start at level 1. If you want to risk more you can start at any level by simply maying that buy-in. Once your in, you in the stops tournament until you exit the steps at the top or at the bottom.

Hokiepaul got it, you can class them on the same category with " satellite" tournaments. Small buy-in, sometimes re-buy, try to reach the next level.
