It really depends on what you use it for.
For basic home use (and not printing a lot of photos) one answer mentioned the HP C3180. It is a good printer/scanner/copier (this printer is called the C3140 at Wal Mart and Sam's).
However, for the money, the HP C5180 is the best printer in my opinion. This printer does great photos. Even if you don't do a lot of photos, it's great for color printing because each color is in it's own cartridge. If your printer runs out of blue, you just have to replace the blue cartridge instead of the entire tri-color cartridge. This printer has a higher scan resolution than any Canon or Epson so if you want to scan photos into you computer they will be clearer than most printers. This printer costs around $199 but it is usually on sale for around $160. I own this printer and I also bought one for my mother. Both of our machines are working fine. No problems have been reported for this printer. Also ink is cheap. You can buy alll 6 cartridges of HP ink for $36 in a combo pack that also contains 150 sheets of 4x6 photo paper.
I have included links to the printers I mentioned in my answer. I have also included a link to HP's website that features all their printers. Hopefully, you'll find one that you like.
Over all, you mentioned that you want something reliable and inexpensive. The HP C3180 (C3140 at Wal Mart) will probably be your best bet. It costs $99 and a set of ink will only you cost you $30 ($15 for color and $15 for black). Happy shopping.

Try the Canon MP600. It has excellent resolution as a scanner, the print quality is superb in it's price range. As a bonus, it has separate ink tanks for the 3 color inks, instead of the tri-color tanks many HP inkjets use-if, for instance, you are printing pictures with a lot of blue sky, you can run out of cyan ink, have to replace your cartridge, even though you still have plenty of magenta and yellow left. It has a larger black ink tank for text, and a smaller black for photos. The included software is excellent, and includes the ability to scan to .pdf files, the ability to perform OCR and turn a scanned page into an editable document, and "EasyPrint" software, a memory card reader, and a lot of other goodies.

Lexmark, but make sure it has two cartriges, one for color and one for black. If it has one it mixes all colors for black and really burns up your ink.
