Technically speaking, a server is what the word says, it *serves* many users, while a personal computer is that, just personal, for you, one user. :)
A server computer needs alot more resources than a non-server computer, since hundreds or even thousands of people might be connected to it at one time. A server needs a fast network connection, a powerful CPU, lots of hard drive space, a multitasking operating system running 24/7 without crashing, more security against hackers trying to get to it, in many cases data encription to make it safer, and other things.
A server computer could be dedicated as a e-mail server, a DNS server, a DHCP server, an FTP server, a web server, and many other types of server, mainly they *serve*, provide a service, give to many users at once.
But basically modern PC personal computers are so powerful, that many of them can be used as a server anyway.

That is like asking "What is the difference between a business car and a personal car?" They can be exactly the same or totally different. Some kinds of cars have special features that make them better for certain purposes which are more commonly used in business or personal situations. Some kinds of hardware and/or software have special features which make them better as a server or a personal computer. However, it is the way they are used that makes a server or a personal computer.

A server is any computer that provides a "service" on a network, like File Sharing, Printer Sharing, DHCP or DNS. Usually a server has a lot more horsepower than a PC and runs a Server Operating system, Like Windows 2003 Server.

Servers are often dedicated, meaning that they perform no other tasks besides their server tasks. On multiprocessing operating systems, however, a single computer can execute several programs at once. A server in this case could refer to the program that is managing resources rather than the entire computer.
Where as a personal computer is just that, a computer for personal use.

A server is built for serving files, while a PC is general purpose.
So the server will typically be able to handle more disks, ram, higher connection speeds but my not have the greatest graphics. I C will have less disks but better graphics.
