There are many websites may be of help and if you have access to FBI or CIA they may help you better.States have a data bank on criminals and you may be able to obtain information from ploice departments.

First you must have information on this person. As much information you possibly can get. Second, its not free. There are sites on the internet that will do background checks, but have your card ready. And third make sure your not violating any rules or anything for your state. But there are no free background check sites
