THE ONLY THIS TRAILER GET MOVED IS WHEN IT GETS TOWED AND OWNER WILL TAKE IT BACK FROM IMPOUND AND PARK ON THE SAME SPOT. NOW THERES ALSO A VEHICLE WITH A JUNKY CAR RACING HITCH ON IT BUT THIS VEHICLE HAS NOT BEEN MOVED SINCE MONTHS AND MONTHS AGO. THIS OWNER PRESERVES HIS VIEWS AND HIS FRONT YARD BUT PARKS ON NEIGBORS SIDESTREET AND CAUSES TO ACCUMULATE DIRTY WATER BUILT-UP PLUS LEAVES AND OTHER TRASHES THAT TRAVELS ON THAT SEWER LANE. WE NEED HELP HOW TO APPROACH AND TALK WITH SENSE WITH THIS OWNER, WE TRIED ALL KIND OF APPROACH BUT WE THINK HE JUSTHAVE NO SHAME NOR HEART.

Call your homeowners association, if you have one. Otherwise, call the cops. If they are violating city code, it is illegal and they have to do something about it. I would also recommend going to your next city council meeting and lodging a formal complaint.
