It's "The Hammer", Fred Williamson. He was a DB for the Chiefs in Super Bowl I. He was brought in to replace Don Meredith in 1974, but he was so horrible they axed him before the season began and brought in Alex Karras (of Blazing Saddles and Webster fame).

I think the league they were referring to was the league of the top tier teams in the NFL. The reasoning behind that would be that the Titans have really not played that many good teams yet. Stop overreacting. These guys have to sit and watch a football game for 3 hours and find things to talk about the whole time. If you take everything they say as serious, you are going to be pissed off by a lot of things they say, and that goes for any football broadcast.

The answer is Fred "THe Hammer" Williamson, a DB with the Kansas City Chiefs. The Packers took particular delight in running over this guy, whose claim to fame was a forearm shiv to wideouts.
