After joining the European Union, the Parliament incorporated EC Law into domestic law by the European Communities Act 1972. Since the UK Parliament legislates for Scotland, England, Northern Ireland, Wales, British Overseas Territories, and Isle of Man; the Act comes into play and therefore EC law affects domestic law.
P.S. EC law requires that all legislation passed by the Parliament must be compatible with EC law.

I think its because we are in the E.E.C. and we have also opted to be part of the E.U. Therefore we are part of the Union so rules are set in Brussels.
