Why has this winter been so bad. There has been no snow. When will the next big snow storm come and do experts predict where goen to have one?

I am a meteorologist... and weather forecasting is what I like to do. You're right - it has been a bad winter, particularly for people in the NE who like snow. The right ingredients just have not come together to produce much snow this year - and it was too warm for a majority of the winter to date because the alignment of the jet stream was preventing cold air from making an appearance across the eastern US.

To get to your main question, there are some indications that there may finally be a snowstorm along the east coast early next week (around February 5-7). I wouldn't count on it yet though, because it's still over a week away and the numerical weather prediction models don't have any kind of good handle on such a storm yet. It is possible though, and except for light snow showers here and there, it's the only hope in the forseeable future for NJ.
