Why is Ameren getting away with legalized stealing froom illinois citizens?

They have just come out of a 10 year freeze on prices.
Fuel rates have increased quite a bit since 1997.
The new rates are locked in for the next 15 to 25 years.
Doesn't sound too bad to me.
