I don't think you do. I like this definition, but there are many.

Racism - Racial prejudice and discrimination that are supported by institutional power and authority. The critical element that differentiates racism from prejudice and discrimination is the use of institutional power and authority to support prejudices and enforce discriminatory behaviors in systematic ways with far-reaching outcomes and effects. In the United States, racism is based on the ideology of White (European) supremacy and is used to the advantage of White people and the disadvantage of people of color.

Black people according to the definition can not be racist since we do not control any of the institutons of power.

I think what white people complain about when they complain of Black racism is more accurately described as ethnocentrism. which is the preference for ones own ethnicity.

But the definition as you list it does not say 'institutions of power' it says "institutional power and authority" So when an African-American Congressmen or Minister or Businessmen speaks in racist tones they are using their institutional power.

When some one from say the Black Israelites speaks from their pulpit (weather that pulpit be in a church or on a street corner) they are speaking from an institution of power. And they are using that institution of power to support their racist views

Under your definitions poor whites could not be racist either since they do not control any institutions of power
