usually netscape/IExplorer provides the front end for ur applications,or forms with programming API's like Java Swing ,
APi's with visual basic,visual c++ will help u.
at same time back end is provided at webserver like jsp,asp etc.

you will need a database backend eg oracle or even the free MySQL, then you will need to use a "database connection" from the front end (visual basic, java, whatever) to the database..further details are specific..but if you look for help on creating database connections in your front-end's help...u sud get what u want...

in vb use dao concept or ado concoept to link database.
ie.,ActiveX Data Object
