how can i color my pictures in only certin parts?

how can i take a regular picture and maybe color in the eyes to make them a brighter blue or like just brighten up my shirt or something? ive got a program called picasa, if that will help.

U can change the colors of your picture using photoshop

Besides Photoshop you can also use Corel Draws Paintshop.
1) open your picture
2) if it is a digital photo reduce 50%
3) click the paint closes to the color you like to enhance.
4) click you paint brush and chose the paint-brush-point you .
5) change the intensity with the transparency degree (0-100)
6 convert back to jpg or gif format
