Can I get a job at Citibank or at Citigroup if I have delinquent student loans from this bank? Which by the way I already started paying.

I worked for Citibank and Citicorp Investment Services for three years. I'm not aware of any such policy.

If your loans are from Citibank or Citigroup, I would expect, upon arriving to your interview, that you would be tied up and beaten until you revealed the location of the money. I hear that Citibank hired Jack Bauer for this exact purpose.

Before you give them your resume just slip a loose sheet of paper in that says "If you ever want to see your money again be sure to hire this guy". It is preferable to use individual letters cut from newspapers glued to the paper.

I would think so, but they might take a certain portion out of your check to pay for the bill.

You should be able to, unless it is a job prerequisite that you have good credit, which I have never run into a job that you credit makes a difference - believe me my credit is terrible.
