Yes and no. You CAN include reference to a JPEG in an HTML file. Depending on how you want it displayed, there are a few tag options. "img" is the most common one.
However, you cannot "convert" a JPEG into an HTML file.
If you're unfamilliar with HTML, there are MANY good tutorials. Or, you can use a free, shareware, or commercial web page layout program. Even Microsoft Word can create HTML.

you can, but its pointless. i wrote a script a few years back to take the colour values of every pixel in an image, and then render out a table with each cell 1px by 1px with the relevant colour. the image was then purely HTML. however, the filesize of the HTML file was massively larger than the image itself. The only reason you'd ever want to truly convert an image into HTML would be for pure interest's sake.

You can't CHANGE any of them into HTML format, however, you can put them into an HTML document. If this is what you're intending to do, it's easy.
Type this into a plain text editor like Microsoft Notepad or SimpleText on Macs (enters don't matter):
PAGE TITLE HERE
Save it as anything with the file extension "html" or "htm".
If you're using TextEdit, be sure to save as a plain text file.

html will link to the photo, html is not a photo type file. so the answer is no. if you are just trying to share pictures then consider yahoo! photos. not really clear on what you are trying to accomplish.

No, but if you are trying to post the .jpg or .bmp files to a web site you can use this html command to get it to post to the site, but remember you have to upload the file to the we site also:
NOTE: you have to replace "mypic.bmp" with the file name of the picture and you may have to adjust the width and height in order to get the picture to display correctly.
