What does it mean when a candidate is running for office and he steals votes from another candidate running for the same office?

What it means is the believed soon to be constituents will be offered a secondary choice. Let's say two similar views are running as Republican and Independent, but the Democrat running for office has only one person on the ballot. The Democrat has a decided advantage in the election due to the interests (and the pursuing votes) of the Republican are divided between both the Republican and the Independent challengers.

As examples; When Bush senior opposed Clinton, there was an independent (Perot) that drew votes (referred to as stole votes away from Bush Sr.) during the election. The opposite turned out in 2004, when Mr. Kerry found a third party independent of Mr. Nader pulling away his votes. This aided Junior's victory.

Technically you cannot steal votes. Voter fraud is another matter.
