Marijuana is not illegal to keep out Mexicans. Marijuana is illegal because it is non-taxable. Sort of like tomatoes (but they are taxed!) everyone can grow it, it is very profitable, and the gov't can't think of a way to regulate it so it is illegal. If it was legal it would be marketed and sold like cigarettes, you would not go to your buddy and purchase it by the bag.
