If someone is laughing of someone else suffering, what of is the best word of the two?

Insensitive means that the person does not realize how much the other is suffering and how much the situation is serious, and insensible means that the person is aware but is cruel?

Not caring about an animal freezing in the cold
Not caring about people's feelings
Insensible means doing silly things or acting insensibly
