I only want to spend about 15 to 20 minutes a day on my hair and make-up. I also don't want to have to clean my make-up off of my cell phone.

Have you had your colors done? Many major department stores offer this service. It will give you the information you want as well as clothing colors that are best for you, and much more.

Wow black hair and green eyes is a great combination! I consider it rare actually. You're blessed =)
Anyways, I think straight black hair looks best, so maybe you could blow dry it? Wavy is fine too. As for make-up, use blackest black mascara (Maybelline Great Lash). It will really suit your hair and bring out the best in your eyes. Maybe try some faint pinkish brush if you're pale. Oh and for eyeshadow (if you want to put any), violet is a very good colour choice because of the contrast between purple and green. If you want extra sexy eyes, put eyeliner on your lower eyelid but don't go all the way because you don't want to close in on your lovely eyes.
I laughed at the part about the cell phone! It happens to me all the time! I use Maybelline's Dream Matte Mousse now, and this has solved the problem a bit.

Whatever you do, do not put make up where it looks "cakey" on your face. That looks grotesque and sort of reminds of how dead people look at when badly made up in mortuaries.

Now that I've got that off my chest, may I offer you some optimistic points? You have green eyes and black hair. Don't you realize how sexy that combinatoin alone is? Everyone finds girls with green eyes to be cute. You have a distinct advantage with that trait alone.

As for makeup, start of with basic foundation. Foundation helps clear out all the sun spots and what nots. Do be careful about excess blush. Eye liner is more important. If you are artistically inclined, go for the smoked eye look. A dark shadowy purplish/balck would look very good. Because I don't know exactly how your face looks, I'm at a loss to give very specific advice.

As for hair, keep it long and wavy and if you prefer on one side. Don't make it frizzy and have some straight paths on it. If you like and subtle burgundy highlight would work nicely to add depth and dimension to your complex green eyes.

Just another emphasis about you having green eyes. Haven't you heard all the musical references to green eyes???? There's "green eyes" by Husker Du and Coldplay wrote a song called green eyes. Your face, with your green eyes, is a bit like a gold mine that has yet to be discovered.

Makeup should never take more than 20 minutes anyways. A complimenting foundation, mascara, and green eyeshadow. Perhaps a light pink or just gloss on the lips and there ya go. As for the hair, who knows? I don't know how long it is, how thick it is... or anything. You can't tell a person how to style their hair unless you've seen it and the shape of their face. If it's long, I recommend blowdrying it straight and curling it away from the face if your face is long and thin, curling it toward the face if your face is oval or round. If it's short, muss it up with some gel and you're on your way.

I also have darker hair and green eyes and for a bit more of a dramatic look, I wear just a touch of concealer to hide imperfections and then I put a touch of bronzer to my cheekbones and nose. For my eyes, I line the top with black liquid eyeliner and the bottom with a black pencil eyeliner. Sweep a light eyeshadow (like a cream or taupe) over you entire eyelid and then a darker color (such as dark brown, black, etc) over your eyelids. I also curl my eyelashes and wear black mascara. I wear a nude or no lipstick/gloss to really draw the attention to my eyes. You could could also "tease" the back of your hair at the roots, while adding hairspray to get a bit of a dramatic look.

Dark purples and violet colors look great with green eyes ( especially if your dark headed) it looks very dramatic. Almay has a line that caters to your eye color, Its all put together for you.
If you dont want to clean make up off you cell phone then either dont wear it or get an ear piece, and even with out makeup you'l have to clean the oils off of your phone anyway.

I'm not sure what you mean when you say dramatic or how dramatic you would like to be. mac has great makeup that does not come off, also you can try saphora there make up is also great they have many different brands, you can also try them on in the store that way you will be able to see the look that you want before you buy. when you go to purchase your make up speak with the sales person let them know the look you are looking for they will give you the best help.

Well, as it's your first date and he hasn't seen you with makeup before then I'd suggest keeping it simple, as simple can be infinitely more effective than caked on, mask like makeup and it won't overwhelm or scare him! Also if you keep it more simple for the first date then you can step it up more gradually if the dates continue to match the intensity... so here goes: My word isn't law, so don't feel like you have to do any of what I say, but liquid eyeliner, not flicky but following the natual curve of your eye can make your eyes look huge. If you have a brown liquid eyeliner, that's better for a softer look but black will make your hzael eyes sparkle more. Keep the eyeshadow neutral, with maybe a little contouring in the crease for definition, but only if you feel your eyes need more definition. A little soft eyeliner on the bottom eyelid (waterline??) will round off the smooth, simple liquid eyeliner on your upper lid. Mascara on the top lid but not on the bottom - you don't want to overwhelm! Keep the makeup clean and simple - cover up any zits, breakouts, undereye circles, or anything else you want to hide with concealer, don't use a foundation overall because skin shines best when it's flawless but not masklike. A soft, flushed pink blush on the apples of your cheeks to look cheerful, or higher up to make you look older; whichever you'd prefer and a thin layer of pink lipgloss. My favourite is pink vaseline but you can use your favourite. Don't go really shiny because it might put him off kissing you! Hair - wash it to look fresh, use heat protector and straighten it so it's sleek. Again, don't go so overboard that it's static and straw like but enough that it's shiny! A side parting to look chic and if you have a side fringe keep it sweeping over your forehead. If not, sweep your hair to one side (not too much!) to look cute. Lip shades that look great with dark hair and lite/fair skin: Red Alert. Scarlet, Mulberry, Misty Mauve, Infinity, Devotion, Sweetheart, Geranium, Matador Red, Rouge, Prom Pink.

The cool palette—pink, violet, blue, turquoise, cool green, or brown look great with black hair. Highlighting a spot above the iris with a complimentary eyeshadow will enhance the iris colour. Burgundy accentuates green eyes.

Defining your eyes with eyeliner (liquid or eye pencil) will immediately enhance your look and draw attention to the beauty of your eyes. Liner, even when worn alone, makes a statement. depends on the type of hair you have curly hair get long layers that looks good curly or straightened. Straight hair leave it one length not alot of product some bangs. don't way the hair down with alot of product that makes your hair look like dry hay. it looks nasty. would you want to touch that? no.
with make-up less is more. unless there is a reason for base don't wear it. if there is a reason then go to sephora.com they have a gel you put on before you put on your base and it keeps it from getting on everything else. and try a light base if you are going to use some. stila is great. you can get that at sephora.com also. then just put on some mascara and tinted lipstick (sheer) and the end.

Wow, green eyes and black hair...sounds gorgeous by itself, but if you still want make up...play up your best features. Say your eyes, go with just a coat of mascara. Your hair just needs washed, conditioned and combed, unless you have a specific style you like.

Lipstick or gloss also is a quick way to dress up.
