Yes, toilet paper can come from recycled paper products. A lot of the toilet paper that people use come from previously used colored and white paper stock. They place the paper into a large vat with sanitizing and softening chemicals and detergents. Then the paper is put through screens and rinses and then through the last few steps involved in creating virgin toilet paper. If by recycling you mean 'already been used', then no. Toilet paper is biodegradable and disintegrates in water. There's no way to wash it with water so that it can be reused. However if you dry-cleaned it with great care, then I suppose that it can be recycled. However that would probably be in violation of a large number of health codes. Especially if you distribute it. Your best bet is to buy one-ply and recycled brands.
