At an airport an airline officer asks "How many luggage do you have? I wonder it should be "How much ..........?"

The officer is probably asking you how many suitcases. So the correct English would be "how many pieces of luggage do you have?"

"How many pieces of luggage do you have?"

Valid questions when using the word "luggage":

"How many pieces of luggage do you have to check in, sir?"

"How much luggage do you have to check in, sir?"

"What is the quantity of luggage you will be checking in, sir?"

"Will you be checking in any luggage, sir?"

It depends on whether he means "How many pieces of luggage..." or "How much weight..."

it should be how much, because much refers to "one" thing, while many refers to, well, many
