What does the British phrase "clarts on" mean? As in the sentence: "He clarts on a bit." Thanks for your help

Goes on longer than necessary.

As in: "I have a tea diva at work who clarts on for 20 minutes to make a cuppa. " or "My mind wanders when Stefan clarts on about stuff he knows nothing about."

Not sure how it came into being. Clarts are little nubs of mud, like the kind that get in the treads of your shoes!
