... Considering we never expected to be repaid our war debts, it was sweden or Norway, I can't remember. You have to remember, many of the allies in WWII received lend or lease aid, much of that was forgiven debt. WWI, we tried making them pay for their debts and in the end it caused a lot of problems and the debt never really got paid off. I believe it isto be Norway.
