States that share rivers also have to share water rights. The upstream states can't take it all so that the downstream states get nothing.

No, they shouldn't. A country's rivers are too important to a nation's interests to allow any particular state, or states to use them as some kinda toilet, dumping all kinds of pollution into them to the detriment of fellow citizens that happen to live down river.

No. Just like the airwaves that the state uses for transmitting signals, for telecommunication, TV Broad cast, radio broadcast etc. It can't be owned so you can't have a right with something that you can't own. You use it but usage doesn't mean ownership

No. All natural resources are part of a Nation's patrimony, and belong to all its people.
The States are only caretakers of these national resources for the benefit of present and future generations.
