What are these, and can I delete them without any adverse effects?

Those are backups of older versions of system and program files. In case you uninstall a service pack or a patch for instance, those will be used to get back to a former state.
Some people delete them. Yet, as long as there is spare space on your harddrive you might as well leave them there.

It should be safe to delete these. They contain files that have been replaced in the process of doing Windows updates. Windows keeps these folders handy in case you ever want to uninstall any particular security update. Usually it's safe to remove 'em.

As the first person said they are backups of old system files.
It would be a good idea to keep them in case you need to uninstall an update that has gone astray but it seems your having no issues so far.

No, most likely those are hidden files for a reason, they probably contain Uninstall DATA for programs you have installed...
THIS IS A NORMAL folder and it is on everyones pc.

Yes, you can delete them all. They are trash folders with no use. If you find any delete them, they just take up space.
