It wil feel like about zero degrees on your skin. That's very cold and you want to protect yourself from prolonged exposure to such cold. Wear something that is windproof, like a Carhartt jacket. They are the best. Keep your ears covered. Wear a hat. Keep your hands covered. Wear waterproof shoes. If your feet get wet and cold, you will really feel cold. Try to stay dry. You will lose massive amounts of body heat if your clothes get wet. If you begin to shiver, you are getting cold. Shivering is your body's way of telling you that you are losing valuable body temperature. Your muscles are rapidly expanding and contracting to maintain warmth. Your blood is draining into your core organs to keep them warm. Don't drink alcohol to "warm up." Alcohol fools your muscles into relaxing and you will get cold without knowing it.
19 degrees Farenheit is not all that cold, but it is not all that warm either. You can suffer hypothermia in such cold if you are ill-dressed for the cold or stay out in it too long. If you "feel cold," you probably are. Be careful and watch for the signs...

I am from Canada so I know cold lol. 19F is like -5 or -6 Celcius which is not all that cold just wear jeans and a winter coat being from a warmer climate you may also want to wear mittens and a winter hat. Add a 20Mph wind and I would put on the mittens and a winter hat you would probably want to add a sweater and maybe some long underwear.
Hope this gives you an Idea of how cold it is today here it is -25 Celcius which is approximatley -15F (now that is cold!)

Well start with an undershirt then a turtle neck, sweater or fleese and a good jacket (try a scarf if you don't like turtlenecks). For the downstairs areas try some thermal underwear but only if you plan to be outside for more than twenty minutes or so and a pair of pants. A hat is a good idea if you plan to be outside for an extended period of time and a pair of gloves or mittens (gloves 0-15 minutes of exposure mittens if 15+ minutes) socks are a must and good boots or sturdy shoes (shoes 0-15 minutes boots 15+ minutes)

Depends on what kind of activities you are going to do outside. It is about 19 where I am at now.
If you were going to be outside very long, especially with twenty miles per hour winds, you would want to wear long thermal underwear, a layer of regular clothes, and a good, warm coat. Also, cover your ears and wear a warm hat. Most of your body heat escapes through the top of your head. I would also suggest warm shoes or boots and gloves.

I'm originally from Minnesota, where it has been 70 below with the wind chill factor. The wind DOES make a HUGE difference!
I would recommend that you not only wear underclothes, but 2 pairs pants, long sleeve shirt, sweater, jacket, and sometimes another jacket! It really depends on how long you are going to be exposed! But definitely don't forget a hat, scarf and mittens! I recommend those as opposed to gloves, because you can keep your fingers together in them for body heat!

Bitting cold. I would say a tee shirt, sweater, and a coat with gloves and winter hat. If the winds are 20 mph, its most likely that'll feel below zero

if its 19 and no wind i just wear a sweatshirt
if theres wind i'll wear a coat...no gloves though cause thats what coat sleeves are for and no i have not gotten very sick...just the regular old cold that people get

You should wear a sexy bra, a long shirt / turtleneck, a sweater, and a jacket.
Not to mention gloves, earmuffs, socks, shoes, underwear, a scarf, and a pant.
