First an explaination:
My younger brothers were watching bugs bunny, and they were recreating the old age story and the tortoise and hare..... the tortoise was talking to his other tortoise friend and called him Seasul.
Thus you should name your little friend...Seasul!

Things I do to name pets:
1. Can I use their common or scientific name? Painted turtles are 'Chrysemys picta'- literally the same thing as 'painted turtle', so I might use artists- probably American, since it is an American species- Pollack, Worhol, Whistler, Rockwell, etc.
2. Is there a name they go by in the place they come from? A slang term, etc? Redfoot tortoises are called Jabutis in some of South America.
3. Is there a book you enjoy with evocative names" Lord of the Rings is a good one for me.
4. Is there some distinguishing mark? My current baby tortoise has an 'M' on it, so we call it Mylo.
5. Is there something like a turtle you like with names? Turtles are tank-like- Patton, Sheridan, etc.
6. The names of saints, old gods, Old Testament figures, etc. can be kind of fun- Hermes, Luna, Nebuchanezzar.
7. Place names in the place they come from. Our dog may be a Tennessee Treeing Walker, so we named it for a national battlefield in Tennessee- Shiloh. Our hingebacks from Africa were named after two African wildlife parks- Tsavo and Etosha.

Cecil
Cecil Turtle was one of the rare characters to actually be able to outsmart Bugs Bunny. He beat him the first time by getting nine of his look-alike cousins and they proceed to fool Bugs by appearing everywhere. In the end Bugs wonders if he's been tricked, and the ten turtles say "It's a possibility!". The next time Bugs challenges Cecil to another race after discovering out Cecil's secret. Bugs creates a turtle-like shell and goes to the race, little does he know that the gambling ring has betted everything that the rabbit is going to win ("In fact, we don't even think the turtle will finish!"). The gangsters mistake Bugs for the Turtle and clobber him. Cecil, dressed as a rabbit, wins the race and Cecil comments "I told you rabbits weren't very bright!"

Filburt Shellbache is a paranoid, neurotic, hypochondriac turtle, on the cartoon "Rocko's Modern Life", who occupies his time with a myriad of unique hobbies. Although his motives are always self-centered, he still is capable of friendship (even as a diversion) or love.
Ditto
Ditto was the easy way out to name a turtle that was quiet, reserved, and a spitting image of the other two RES except Ditto's markings had 'smudges' on them much like you would see in a ditto/copy of paper. S/he is the smallest of all of the turtles and continues to be quiet and reserved.

Tooter Turtle
Assuming many different identities, Tooter went from being a lumberjack to a taxi driver, from pre-historic times to the moon. He always wound up botching the jobs and getting in trouble. Crying out "Help, Mr. Wizard!", Tooter invoked the powers of Mr. Wizard to get him home. Mr. Wizard complied, with his magical chant: "Drizzle, Drazzle, Druzzle, Drome, time for this one to come home!"
Teenage Mutant Ninja Turtles
The pizza-munching turtles originally appeared in a black and white comic book that debuted in 1984. They were so popular that they immediately spawned imitators with colorful names such as "Armor-Plated Adolescent Aardvarks!" and "Adolescent Radioactive Black Belt Hamsters". A cartoon series based upon the Turtles' adventures debuted in the United States on the CBS television network in 1987.

A classic by Dr. Seuss, the story is about a turtle who wants to be king of the turtles. He uses the other turtles to further his own gain until it all comes crashing down.
Churchy LaFemme, made his appearance in the Pogo comic strip in the late 1940's. His name is thought to come from the French phrase "cherchez la femme," which is used when someone is looking for a person to blame for a problem. As I understand it, it refers to looking for the woman in the situation, who is undoubtedly at fault for whatever has gone wrong!
