In the RN the Commanding officer 'drives' his vessel whether a surface ship or submarine boat. The Officer of the Watch has the con i.e. control until relieved by another officer who may be the C.O. Submarines sail as do other warships and therefore are sailed, their ability to submerge is just another, albeit important, characteristic.

In the US Navy's submarine fleet, we dive and drive the boat. We don't sail or pilot or any other term that was earlier mentioned. How, you may ask, do I know this? I spent 6 years in the US Navy's nuclear submarine fleet. I know the Aussies use the same terms as we do.

It is you have the "CON" not com as an order that you have "control" of the boat. COM isn't used in any reference.

Submarines sail.

When someone says "You have the COM", (note COM not CON), they mean you have COMMAND. There may also be a CONNing tower which does refer to CONtrol however.

You may be able to get away with piloting a submarine too, but on the whole if it's on or under water then its sailing.

You have the CON!!! Which would make you a submariner. And you would be moving in knots instead of mph.
