Why do those stuck in the inner cities vote Democrat, when its obvious their state in life hasn't gotten better?

Democrats tend to raise taxes on the responsible citizens and provide freebies for the lazy ones, if you are given handouts all of your life, you never improve your state of life.

Because voting Republican to put more money in the hands of the wealthy doesn't help them.
Republicans haven't exactly had a great effect on the inner city, either. Democrats do tend to show more attention to them.
