because big business needs a horribly stupid puppet they can train to say what they need to be said, while at the same time being too stupid to realize hes DESTROYING THE WORLD!!

Because it does not matter how high their IQ is or if they are taking steroids. What matters is they are liked by majority of people, smart and dumb who want him/her to run their contury.
