People's dreams will always exceed their reality. We will always want something better then what we have. In essence, this is what makes us different from everything else on this planet. It is our heart's yearning for something more, something better that allows our society to continue to grow and improve upon itself.

The heart tends to represent all of our hopes and feelings and love and our spirit itself.

So when it is saying that it dreams of a fairer world then the one it knows it means we're always wishing for something better, always hoping that what we know is not all that is out there. There there are other, better things out there.

I think it means we believe that there is a perfect true love story out there for everyone, not just the crummy dating experiences that have in our day to day life.

and the fact that is says "has ever dreamed" means to me that since the begining of time people have always felt this way. That people have always dreamed that things are really "fairer" then the way things are now.

I think it also hints toward how we can go into denial. That we can think there really are better things out there then there are in reality. That at times we let ourselves be lead by heart which tells us things that aren't true. That the heart tells us the world is better and has grander things in it then it does in reality.

But this is all just my personal interpretation

It means people prefer the devil the know to the one they don't. As miserable and unjust as their current existence may be, change represents a threat to many people: Things could always get worse.

On the flip side, it also means that people can find joy and pleasure in their experience, whatever it may be.

As great uncle Morty once said when asked why he didn't fire his greedy shiftless manager and get a respectable job: "What, and give up show business?"

EDIT:
Rats! I thought it said "never". Well in that case, it means people actually like buying lottery tickets. I'm not sure they actually want to do the work.

I think it means we always want a better world that what we have now. We strive to have a better humanity as a collective, but on the individual side, it requires a sacrifice we cannot or will not make.

It means: everyone always thinks the grass is greener on the other side. Everyone always dreams and romanticizes the idea about having a different life. People are always wanting more, and never seem satisfied with what they have.

It means we can conceive of a better world than the one we were born into. We all have imaginations, and it's easy to picture a less cruel and flawed world. This is then just a hop, skip and a jump away from longing for the paradises we create in our minds.

Be happy and content with the life and family you have. If you try for MORE perhaps you will lose all. It is okay to dream, just remember a dream is a dream. Reality is Real.

It means that The Cat is having Chicken for Dinner tonight, no doubt about it. The Cat will be steadfast in his pursuit of that darn bird and make that statement true. That's what it means! Darn bird, The Cat needs his beauty sleep! I'll show that cock!

I believe it means that deep down, in our hearts, we always dream of a world in which there is love, justice, health and happiness , as opposed to the present world which is inundated with hate, injustice, sickness, diseases, hunger and filth, etc. etc. etc..

I think that it means that a person has and will always look for the proverbial greener pastures...in other words, you'll always be looking for a better situation than the one you're in - no matter what.
