I used to know this but I seem to have forgotten.

This is called the "Character Map", and it should be an icon in
Start -> All Programs/Program Files -> Accessories
or
Start -> All Programs/Program Files -> Accessories -> System Tools.

You should also be able to access it by clicking "Start", then "Run..." and typing

charmap

in the box, and press [Enter] or click "OK".
