Think of it in terms of a grant proposal to a government agency or university. The instructions you would receive are very specific, but you are also trying to sell the recipient on something at the same time. Or if you are trying to obtain certification in something, the requirements can be very specific and stringent. Its a way of being very thorough and knowing what's going on in a situation.
