Can my kids go to US universities after attending Dominican Rep. Schools? What shoud I consider before choosing a school in Santo Domingo?

Many colleges in the USA have international students. They know how to judge the school reports from well-known schools outside the USA. And, before attending a USA college, your kids will have to take the SAT exams. That will show how much they have learned.

If they are not native English speakers, they will have to take the TOEFL exam to test their English skills.

I have had students from the DR and some of them were great kids. Why dont you ask around among your friends in the DR and see if you can find the names of some of the USA colleges they went to. That is probably the best way to get some good information about how the process works.

As an ESL teacher you probably won't have any issues getting a job in either direction. Elementary is saturated with so many people looking for work. It can also be difficult to get a secondary position since there aren't as many of them usually. Personally, I like the little munchkins better but some people are meant to be secondary teachers. Do some observations to see what you like more.
