Your genetics have made your eyebrows as thick as they're going to get.

Gelatin may make your hair and nails grow faster and stronger, but thicker would require more hair follicles, and there's nothing you can do to increase the number of hair follicles you already have.

(And, by the way, thank you for wanting thicker eyebrows, I think plucked eyebrows look stupid)

I dont know, but there is an oil, Herbal African Beauty Supplies Hair Thickner, if it works 4 hair on your head, then it will probably work for your eyebrows. Wal Greens and beauty supply stores like Sally's have it.

Why would you ever want to put oil on your face? Just don't overtweeze them, and fill them in with a wax-based powder. Make sure when you do, you keep in mind that it's not to darken your eyebrows... it's to define them. so don't over do it!
