yes the population goes up but is there more crime amoungst youth based on 100,000 in 1960vs today?

Well I will tell you that the rates are going to be higher for 2006 than for 1950's simply because THERE ARE MORE PEOPLE. So, the rates are going to be higher.
You can check out the Census reports on numbers of criminals in jail and their age breakdown.
