I have been researching which countries are part of the Un treaty for the advancement of women's right's. Do the signatures on the link below mean they have agreed to attend or are they promising to be bound to the treaty? and the column on the far right, does this mean they've only received the information? Only Honest ansers please, no jokes. Thank you.

Convention on the Elimination of All Forms of Disctimination Against Women (CEDAW)

The information is all there, if you look, plus explanations. Let me try and make it simple for you.

1. SIGNATURES
This is just an expression of support, at the United Nations General Assembly, for the broad principles contained in CEDAW - you will note that many representatives signed on the same day.

2. RATIFICATION
It is the column on the right that is the more important.
a) Ratification - meaning
It signifies that the respective national government has formally endorsed the CEDAW, and is obliged to enforce the convention within its national territory. The table shows the 185 countries that are party to the Convention.
["Countries that have ratified or acceded to the Convention are legally bound to put its provisions into practice. They are also committed to submit national reports, at least every four years, on measures they have taken to comply with their treaty obligations."

b) Categories of ratification
The ratification column shows four categories of ratification (Accession, Declarations or reservations, Reservation subsequently withdrawn, Succession) - here is the explanation
(i) Accession - CEDAW has been wholly ratified and is in force from the date shown.
(ii) Declarations or reservations - these are statements of exception, where a nation state has some reason not to endorse all the provisions of CEDAW. The reasons given are available in the link immediately below.

(iii) Reservation subsequently withdrawn - this simply means that the respective country no longer exercises any exceptions.
(iv) Succession - new countries have inherited CEDAW from the former countries that they belonged to (e.g. Croatia from Yugoslavia, the Czech Republic from Czechoslovakia).
c) One rogue state?
