Usually you can't. If you have a dynamic address, go to Start->Run type in cmd and press enter. Type the following:
ipconfig /release
ipconfig /renew
You might get a different address, but I doubt it. If you unplugged your internet for several days up to 90 days and plug it back in, you will probably get a different address.

My friend,
This is a too generic question. Changing your IP address is dependent upon many parameters like where are you connected to, do you use a local router or do you connect directly through your ISP (Internet Service Provider) - I need to know more to give you a good answer.
Generally speaking, if you have your own network at home (maybe with wireless capabilities) you can change your IP address by reconfiguring the network.
If you are using DSL, then the case is probably that the DSL provider assigns you an IP every time you connect to it. Same goes for cable companies (well unless you pay them of course to keep you IP static = fixed)
But why would you want to change your IP? - that's the part I did not understand....

This depends on the following items:
1) Whether or not you are on a Dial Up, DSL Account, or not. However if your computer is directly connected to the DSL Modem sometimes you can change your ip address by disconnecting from the internet and waiting 5 minutes and then reconnecting. This will most of the time cause the ISPs Router to reassign you another ip address.
2) However, if you are on a router that has been installed in your home, then it is what has the routable ip address and not your computer. In which case, your computer has what is referred to as a non-routable ip address and your router knows what ip address it gave your computer and 90% of the time your router inside of your home will give your computer back the same ip address.

You can't change it normally. It is assigned to you by your ISP when you connect. They tend to give you the same one each time.
If you really must, you should speak to your ISP.
