Yes, I think they should pay about 50 cents per answer given as the clone and $2 per question asked as the clone.
How are we going to enforce it though?

That sounds fair. Cat thinks a piece of Gold or a blue jool for every time they use the clone! That would fill up Dragon's cave nicely, wouldn't it?!
