First you want a list of talent agents that represent actors for TV, Film and Theater (across the board). Then you must submit a head shot and resume. Mail or deliver them out to as many agencies as you can. It they are interested they will call you in for an interview. As well if opportunities present them self showcase yourself as much as possible. Do theater and musical plays, one man shows, independent films, student films. It's about marketing and selling ones talent. Visibility provides recognition. You have to start somewhere! The more ammunition you have the better your chances are in finding a good replicable agent or personal manager.

Have you ever wondered how actors that aren't really very good are constantly working? It's because they treat it like a business, so congratulations on taking the responsibility to submit yourself to agents. Get the book called "The Agencys" at www.samuelfrench.com, in which I've prodided the link for you.
"Remember, nobody cares about your career, but you."

Instead of looking for a Talent Agents, your parents should find a Talent Manager for you, that is what most kids use, NOT a Talent Agent:
They can find managers on this website:

Well first things frist Do your parents know you want to do this? second do you have your head shots? third do not pay anything up front (dont do classes that they charge you for ) Try to find acting troups or play houses in you area first. go to aditions for said places. build up your resame, and if avalible in your area go to cattle calls.(where the scouts open to anyone and everyone.)
Then you should contact reputibal agences in your area. If your good and they truly want you you will not pay unless you work. standered fee is normaly 10- 15% for your work.

Actually you can send your portfolio to the various agencies, but really, if you're good enough, they will find you.
