I don't know about Gibraltar but I know that it is easy to get freeview UK TV on satellite in Andalusia because my dad has property near Iznajar. The local electric goods store installed it and tuned it for the UK, it was not expensive and we don't have to pay any fee monthly or anything (although in the UK we do have a TV licence.)

Simple. You log in to yahoo.com then tap into your browser window "Listings for english tv" or" bbc.com" or "Gibraltar free ad`s" or whichever channel you desire. Oh` without the asterisk's of course!.
I live in andalucia and have no problems whatsoever.
