Private voice lessons? I'd say 13 or 14 unless shes planning to go proffesional then maybe younger.
Most kids can participate in a schoo/church choir at a very young age.

young very young....then when there 13 cause there voice changes then around 18-21 cause there voice will change again.... i would know my moms a singer

doesn't matter, you either have it or you don't, if you don't, then nothing can help you, if you have it, then voice lessons won't help much anyways.
