I doubt anyone has ever done this survey, I seriously doubt such information exists.
At a guess I would about 5% of all the people living there will personally own their own washing machine, but 25% will have one they share with their spouse or family.
The only way to find out with accuracy would be to go to the Czech Republic and have a look in people's homes.

I would expect that 30-50% of the country has a washing machine of some sort.

Everybody has it, there are no laundrymats in the Czech republic, people have washing machines either in their bathrooms or basements.
