Users won't flood the site with useless ridiculous questions if they have to pay a price for doing so. Granted, some people still do post nonsense, but having to give up 2 points makes most people more apt to think before they post.

All I can figure is that it helps prevent spam. Maybe if your account goes way negative from posting a bunch of advertising "questions" they lock your account.
Also, it keeps people contributing. In the grand scheme of things the points are basically worthless but people like to think they are being rewarded. If getting points is important to someone they will ask questions and then be sure to contribute to other questions to make up for the negative.

Maybe, it was meant to stop people asking really stupid questions. I don't mean yours. I think it's an interesting question and I'm going to star it as I just got to Level 2. Do I get points for issuing stars?
Maybe, it's to stop us obsessing about getting points.
Maybe, because we have to learn to give and take - we give knowledge, we take points. We take knowledge, we give points.
Maybe, because if you got points added for asking and answering it would be less exciting!!!!!!!!!!!!!!!
Maybe, because they say there's no such thing as a free lunch.

Because it is like if you were paying for a service. You need advices on something so you have to pay a price for it. Nothing in life is free you know???
