Dyson's will suck just about anything up...but removing shellac from a cat is not something I'm sure it's capable of doing.
Do you like the cat? Perhaps some turpentine or a wire brush? Just be careful, cause if you're using this shellacked cat for a stir-fry or something...it could prove toxic.

If your cat has a calm disposition (a frantic cat needs to be wrapped in a towel to restrain) your best bet is to carefully use a pair of scissors to trim as much of the hair as possible, if the shellac goes to the skin be very careful shaving the area as the cat's skin may already be having a reaction to the shellac and be irritated.
DO NOT EVER GET TURPENTINE ON A CAT. Even inhaling Turpentine is potentially fatal to cats. DO NOT EVER GET TURPENTINE ON A CAT!
Soak any oil-based skin or fur stain with mineral or vegetable oil (do not use paint thinner or turpentine!). Work in well. Then wash with a mild soap. Apply a light dusting of cornstarch or flour to powder dry

Cat Nair. A much more preferred product to the Epicat hair removal system.

Shave the cat. Next time buy a brush from the dollar store then you can just throw it out. Dont have to spend your time shaving your cat.

Try heating the shampoo. This helps when trying to remove gum from hair. Heat it and massage it well into the fur. Best of luck!

With a pair of scissors. Cut the fur as close to the skin as you can. It will grow back.
