Yes, most mammals have lips - helps keep food in their mouth.
Other animal groups may or may not have lips. Birds don't. Turtles don't. Some lizards do, some don't.
Vascularization around the rim of the 'gumline' of dinosaurs like Tyrannosaurus indicates that they did actually have lips.
Now whether or not dinosaurs had cheeks is another matter. Cheeks are even more efficient at keeping food in a critter's mouth while it's eating, but can get in the way of a really big bite.
Cheeky dinosaurs? That's a matter of debate.

Yes, many animals have lips but not all animals do. Mostly mammals have lips. Lips are used for food intake, a tactile organ, articulation, And facial expressions.
