I have a partner on a parcel of land that we paid cash for.He has since had a tax lien and levy against him that is recorded locally.Can he quit claim his part of this property to me?

yes .. then u need to record it .. but if the lien is against the property in question u become resonsible for that.

You will take his interest subject to whatever liens have been filed against his interest in the property. It is no different that buying a property that has a mortgage on it. it is public interest and superior to any interest your partner might convey to you.

I believe the point of someone filing a lien is to prevent any transfer of title so I believe the answer is no.
