My husband found the first 26 episodes (3 CD Box set) on E-bay for quite cheap (not sure how much because it was a present) and i think that would be the best place. You can get Japanese with English Sub or English Translated, you just have to look for the best deal.
Good luck, i'm after the second box set (3 CD's) cause it's, like, 52 + Episodes.

hmv. theres a shop in camden town, next to a antique shop that sell load of anime including Tsubasa Reservoir Chronicle really cheap compared to prices in hmv around £25 - £40 for it complete i think
