Because it's not considered important, or hasn't been. I remember watching a teacher friend of mine correcting his children's homework, and being shocked that he didn't correct the spelling/punctuation/grammar errors. He told me that the important thing was the children's creativity; an answer that shocked me even more.

Basically, a whole generation or more of children has been let down by these trendy education ideas - now, fortunately discredited. What you're looking at is a generation of teachers who haven't been taught English properly themselves, so how can they correct their children?

If you can't even master your own language credibly, the likelihood is that an employer will pass over your letter and go on to the properly spelled, punctuated, grammatical application, and yours will get lost in the shuffle.

Even Blair's education guru admitted in the papers today that they made a mistake getting rid of grammar schools. Their idea was to round everything up, but what they did was round everything down. We've all been done an immense disservice.

Many reasons...

As a former English teacher, I can say that most parents didn't really take a concern for their kid's education.
They assumed if we were doing the teaching, they could take it easy.
Also, the media plays a HUGE influence in a person's life whether or not they agree and people (especially kids) imitate what entertains them.
Think about pop music, movies and video games.
Are the "artists" interested in setting a good example or are they just "keepin' it real"?

Also, you mentioned the government making efforts to ensure people not fail in learning proper English...I never saw that so I can't comment.

As an aside, some immigrant groups don't see the need to learn the language because they move into pre-established cultural communities where the vast majority of people come from the same places they do. This means they can shop, make friends and conduct business all within their cultural context.
English then, becomes less of a priority.

Because a whole bunch of people go through school with undiagnosed learning difficulties like dyslexia and dyspraxia.

I, my husband, my brother in law, my husbands best friend, my auntie, my gran and my mother in law all let down by the education society I also know 2 dysnumerics who were also never picked up. We all had a horrendous time at school and if you cant teach someone properly (we require a slightly different learning style why I prefer the term learning difference I don't have any 'difficulty' learning) they wont thrive or pass a BASIC ENGLISH CLASS.

Because either the child, the parents or the government are not doing their part.

The child has to realise he has to learn in school by working hard, listening to teachers and doing homework.

The parents have to prepare the child for school by giving a sound, stable homelife and giving time and attention to the child and his schoolwork.

The government have to ensure there are sufficient schools and good dedicated teachers.

In a lot of asian countries children attend tuition classes after school and a lot of them have a longer "working" day than many adults in the UK. That's is why China will be a force to reckon with in the future because they are very hardworking, intelligent and don't moan coz their kids are burdened with homework.

Really? efforts? I'm not sure about that. The kids who fail are the ones who have poor parenting and as far as the government goes... this administration doesn't care about education.

If you are referring to proper sentences and tenses being uses, I guess some are just not that good with grammer. I believe that people usually pick up what they are conditioned around, and the schools can only do so much. Most people pretty much can mirror their home environments. If the home environment is excellent, schools help bring it out.

The same could be argued about many other subjects. Just because you find a certian subject easy doesn't mean everyone else will.
