Because he's stupid and controlled by instinct. It's like a person in a good relationship that goes out and is unfaithful. Why are they fed a regular diet of steak and still insist on eating garbage. They have no sense and are like animals controlled by selfish urges.

a dog in the wild doesn't get food often so when they get food, they eat and eat. this trait has came over from breeding into domestic dogs.
you can put food out for a dog and it will eat and eat till it either pukes or dies. so it doesnt' matter how much you feed your dog, or how good you feed him, he will still seek out food.
stop with the steaks and ALL HUMAN food as this will only shorten the dogs life. animals can't handle salt and 99.9% of human food is preserved with salt or byproducts. no chocolate, no table scraps and no steaks or raw meat as that will cause worms.
think of a child.....if a child wants a cand bar but it always makes them ill.....do you still give the child the candy bar?
Move the garbage outside, into a can with a lid, under the counter or out in the garage, where ever the dog isn't.

I think this epitomizes why we call some men dogs. We give them the very best, and they go and make a huge,nasty mess with trash. Bottom line: dogs have a hard time knowing the difference between whats good for them and what isn't. You can't change the nature of the beast.
Make sure your dog gets plenty of exercise to tire it out, keep the trash out of reach, and hope for the best.

Because he smells food in the garbage too. Even if you don't throw food in your garbage the packaging has food scent on it. Get a container (preferably heavy plastic) with a tight fitting lid on it.
